He was the Deputy Secretary-General of Legislative Yuan. ==Early life== Chou was born in Dalin Township, Chiayi County on 12 October 1951. He came from a blue collar background family in which his father used to work as a technician at the Dalin Sugar Refinery. Chou was enrolled to junior high school and senior high school of Chiayi County High School.
